Does China-Australia Health & HIV/AIDS Facility only address HIV/AIDS issue?
Not exactly. China-Australia Health & HIV/AIDS Facility (CAHHF) has three themes: HIV/AIDS, Emerging Infectious Disease and Health System Strengthening. Considering the available resources in each theme, CAHHF will give greater emphasis to health system strengthening, although HIV/AIDS and Emerging Infectious Disease remain the focus of public health in China and deserve attention as well.
What are the procedures of application?
Generally speaking, applications work through two steps: firstly, applicants submit a Concept Paper to Facility Management Team (FMT). After primary screening by FMT, the Concept Paper will be reviewed by Senior Health Advisor (SHA) and/or Program Management Committee (PMC) at a regular six monthly meeting. Secondly, applicants whose concepts are approved by the SHA and/or PMC will submit an Activity Design with a detailed budget to FMT for SHA and PMC's review in accordance with relevant procedures.
For urgent issues, the out-of-cycle review procedures will be adopted, which enable Concepts and Designs to be reviewed by the SHAs and/or PMC in between meetings.
How many rounds of application this year? And what it the deadline for this year?
There is currently no open call for proposals. Approximately 24 activities have been funded from the 261 proposals received in the first round of CAHHF, which closed in January 2008.
Are there any budgeting standards for application?
Yes, there is a draft standard, which is still under discussion. This provides a standard list for common costs expected within China. Any applicant is free to access this list, through contacting the FMT.
Are prefecture or county agencies eligible for application?
CAHHF gives priority to support national and provincial agencies. It is suggested that prefecture and county agencies collaborate with provincial agencies in submitting applications.
Are all Non-Governmental Organization (NGO) eligible for application?
Not all are eligible. A first prerequisite is that they must be officially registered with their local Department of Civil Affairs.
Should applicants submit English version of Concept Paper/Activity Design?
For both Concept Paper or Activity Design submission, both Chinese and English versions are required. These need to be incorporated into the template provided by FMT at this website.
Is the application deadline judged by postal date or email date?
It will be judged by the date on which emails are received by FMT. For example, the first round of 2008 was 31st January, and emails received at cahhf@hlsp.com.cn before midnight on the 31st January were processed in the first round by the FMT. Otherwise, applications will be reviewed in the next round and FMT will inform the applicants by email.
Note:
Currently there are many applicants requesting meetings with the SHAs and FMT to obtain more information and support, before submitting their Concept Paper and Activity Design. The FMT will try to arrange meetings, in consultation with the SHA's work schedule. Please give the FMT plenty of notice for any request for meetings.
