Launch of CAHHF Activity: Community Health Service Capacity Building and Operational Mechanism Reform
On 8th July,, 2008, Community Health Service Capacity Building and Operational Mechanism Reform, the first approved activity of China-Australia Health and HIV/AIDS Facility (CAHHF), was launched in Tanggu of TianJin by Dr. Nie Jiangang, Deputy Director of Division of European, American and Oceanian Affairs of Ministry of Health (MOH). Dr Nie is also the Chinese Senior Health Advisor for CAHHF. Dr. Yang Qing, Director–General of the Department of Maternal and Child Health Care and Community Health of the MOH, Ms. Kirsty Dudgeon, First Secretary of AusAID, Ms. Cai Linna, Senior Program Officer of AusAID, Dr. Michael Fett, Australian Senior Health Advisor of CAHHF, Dr. Dong Shengli, Facility Manger of CAHHF, Dr. Li Chang Ming, Vice-Chairman of China Community Health Association, and other leaders and officials from Tianjin Municipality Health Bureau and Tanggu District Government also attended the ceremony. More than 100 other participants from different provinces and cities also took part.
Ms. Kirsty Dudgeon congratulated China Community Health Association on the launching of their activity, and thanked the other supporting agencies. She emphasised that cooperation and communication in community health services between China and Australia would enable valuable reflection on health policy and management reforms. Dr. Yang Qing noted that this activity focuses on community health, which is a priority for China’s efforts in health system strengthening and reform, and is closely aligned with MOH goals. He also expressed his hope that the implementing agency will use these funds to establish a model of health system development that may inform work in all developing countries. Dr. Li Chang Ming briefly presented the objective and workplan for the activity. He also committed to continue to work closely with CAHHF, on behalf of the implementation agency.
Following the launch ceremony, participants had opportunity to share their experiences in the implementation of national community health policy. Officials from AusAID and CAHHF visited some community health service centres in Tanggu District, Tianjin.
The Community Health Service Capacity Building and Operational Mechanism Reform is one activities supported by CAHHF, which is funded by AusAID for the Australian Government. The purpose of CAHHF is to improve China’s capacity to strengthen its health systems, protect its population against emerging infectious diseases, and prevent and care HIV infection.
