Launching of HIV/AIDS Asia Regional Program (HAARP) China Country Flexible Program (CFP)
HIV/AIDS Asia Regional Program (HAARP) China Country Flexible Project (CFP) was launched at Nanning, Guangxi Zhuang Autonomous Region on 2nd November 2008. The China activity within HAARP builds upon the previous Asia Regional HIV/AIDS Program (ARHP), and will focus on supporting policy advocacy, expanding interventions, strengthening NGO capacity building, developing cross-border cooperation, and sharing Chinese experiences in the Region to control HIV/AIDS transmission among Injecting Drug Users. The project will be implemented from 2008 to 2012, with a total budget of up to A$ 7,400,000.
As agreed in July 2008, HAARP has been incorporated as part of the China-Australia Integrated Health and HIV/AIDS Program, with administration through CAHHF. The Ministry of Health has designated the National Centre of AIDS Prevention and Control (NCAIDS) to be responsible for managing and coordinating project implementation with establishment of a national project management office .
Mr. Ren Minghui, Director General of Department of International Cooperation of MOH, Mr. Sean Kelly, Consul General of Guangzhou Consulate, Australian Embassy, Mr. Sam Beever, counselor of AusAID Bangkok, and other representatives from MOH, AusAID Beijing, NCAIDS, FMT of CAHHF, relevant bureaus of two provinces, and other NGOs attended the launching ceremony. After the ceremony, some participants also visited ARHP harm reduction drop-in center in Nanning, during which opinions on capacity building, needle exchange, methadone maintenance treatment and community-based health promotion were exchanged.
