Job Vacancy - Program Officer

Program Officer, China-Australia Health and HIV/AIDS Facility

HLSP, (the Health Unit of Mott MacDonald Beijing Limited), working in association with the Burnet Institute as the Managing Contractor of the AusAID-funded China-Australia Health and HIV/AIDS Facility (CAHHF), is seeking expressions of interest in the position of Program Officer. This position will be based in Beijing.

Major responsibilities:
• Communicate with CAHHF stakeholders in his areas of responsibility
• Provide technical support to agency as required on Activity Design, especially on professional knowledge, methodology and skill
• Manage the approval process for CAHHF activities according to his assignment
• provide support on implementation of activity funded by CAHHF according to the approved Activity
• Participate in CAHHF’s regular financial review to ensure the Facility meets its financial objectives and satisfies donor’s reporting requirements 
• Work closely with the implementing agency to collect data, information, lessons learned to FMT accordingly
• Manage the progress of activity to collect progress reports, finance reports and provide technical support on project management to agency as required
• support a process of performance assessment for CAHHF activities through M&E and completed report
• Work together with team members on promoting CAHHF among eligible agencies
• Other new assignment according to work plan.

Position requirements:

Experience:
• Minimum of 5 plus years work experience within the sector of health or HIV/AIDS control in China
• Knowledge of one or more of Public Health, HIV/AIDS prevention and control, project management, project design, implementation, M&E, communication
• Familiarity and experience in the China Health System

Education and skills:
• Computer skills with common word processing, spreadsheet and presentation software
• Strong language skills in both Mandarin and English
• Graduate or post-graduate qualifications, preferably in health, from a recognized university.  A master of medicine would be viewed positively, but is not a pre-requisite

• Adaptable, analytical and independent
• Willing to travel for short and medium term assignments
