Job Vacancy - Deputy Facility Manager
Deputy Facility Manager, China-Australia Health and HIV Facility
CAHHF is based in Beijing and funded from the Government of Australia's development cooperation program with China. It reflects the strategic aims to closely align with the current priorities of the Government of China, acknowledge the mutual national interests of China and Australia, and work in a manner that is flexible and responsive. The purpose of the Facility is to improve China's capacity to strengthen its health systems, protect its population against emerging infectious diseases, and prevent and care for HIV infection.
HLSP (the Health Unit of Mott MacDonald Beijing Limited), in association with Burnett Institute, manages the China-Australia Health and HIV/AIDS Facility (CAHHF), funded by AusAID.
This position requires someone with strategic management and operational skills to support the Facility Manager. The successful applicant will have extensive liaison and relationship/alliance building with AusAID, Chinese counterparts and international partners to participate in the program and a strong emphasis on Monitoring and Evaluation.
Academic, professional qualifications and experience:
• Post graduate in a health or health related subject.
• Minimum 5 years’ experience in health project management, including implementation of technical, administrative and financial systems for effective project delivery.
• Experience in and good understanding of China’s health systems
• Solid experience of contract negotiation, consultant supervision and general quality assurance.
• Advanced level skills in Word, PowerPoint and Excel
• Solid skills in developing and managing practical plans and budgets and reporting accurately on progress and expenditures.
• Able to work effectively in Chinese and English.
• Able to multi-task and work under pressure to deadlines.
• Solid experience in report writing

• Willing and able to undertake domestic and international travel as required
