Improving the capacity to respond to the Influenza pandemic in Hangzhou

The newly launched project to Improve the Capacity to Respond to the Influenza Pandemic (EID 902) marks a new model of inter-provincial cooperation.  The project will be led by Zhejiang Provincial Centre for Disease Control and Prevention (Zhejiang CDC) in collaboration with CDCs in Xinjiang, Guizhou and Shandong; the Wuhan Health Bureau and the Communicable Disease Control Directorate Department of Western Australia (WACDCD). Technical support will be provided by the Ministry of Health’s Health Emergency Response Office (HERO).

Launched in Hangzhou, Zhejiang Province on the 18th December 2009, the project has two objectives: to improve the technical response to the influenza pandemic; and to strengthen the emergency response and build capacity to manage, organise and implement the influenza pandemic protocols. The project will work with four further provinces to carry out a trial influenza drill, and develop response manuals based on the experience.

Mr. Yan Dehua spoke on behalf of Zhejiang Health Bureau. He stressed the importance of this project for the emergency response to Influenza Pandemic not only in Zhejiang and China, but also worldwide during the current H1N1 pandemic. AusAID’s Mr. Grant Morrison pointed out that this activity is not only based on inter-provincial cooperation but also on international cooperation. Paul Armstrong, the director of WACDCD was invited to give a presentation on “infectious diseases control and response to H1N1 in Western Australia” in science and technology conference of Zhejiang CDC. The presentations were followed by a lively discussion among the 36 participants.

Presided over by Mr Chen Zhiping, Deputy Director of Zhejiang CDC, the launch ceremony caught the attention of the regional media including Qianjiang Evening News and the Xinhua News Website. Attendees included Mr. Grant Morrison, Acting Counsellor of AusAID, Ms. Xu Min, Officer of HERO, Mr. Yu Hongjie, Deputy Director of Health Emergency Response of China CDC, Mr. Yan Dehua, Director of Health Emergency Response Office of Zhejiang Health Bureau, and representatives from Zhejiang CDC and other collaborating agencies
